Qualification
The DLMS UA Qualification Program provides members with the ability to certify devices, giving customers the assurance and ability to select equipment that is DLMS UA compliant and/or compatible.
The qualification process for compliance and compatibility verify both the applicant and the device for eligibility and ensure that the device conforms fully with the DLMS UA specifications.
The qualification process is split into 2 steps:
- Eligibility verification confirms that the applicant and the device being tested meet the DLMS UA eligibility requirements.
- The testing process evaluates that the submitted product adheres to the DLMS UA specifications.
All certified devices carry the DLMS UA trademark and are listed on the DLMS UA website.
The DLMS UA Certificate of Compliance ensures conformity of products against the DLMS UA Core Specifications (Blue Book and Green Book).

The DLMS UA Certificate of Compatibility is issued for one or more Generic Companion Profiles. The compatibility certification serves as a mark of excellence for interoperability in data exchange.

How do i certify my product? for compliance

The first step in obtaining the DLMS UA Certification for Compliance is to become a member of DLMS UA. Only “Members in Good Standing” can complete the DLMS UA Qualification Process.

Members must use the official DLMS Test Tool to complete the DLMS UA Qualification Program.
Members can choose to purchase the test tool, to sub-license the test tool from an existing DLMS UA Member in Good Standing with a valid test tool license or to perform certifiation testing via a DLMS UA Accredited Test Laboratory.

Members are required to test their products against the native communication technology that is implemented by the product under certification.
For certain communication technologies, DLMS UA may provide specific test environments to ensure that the product is tested within the declared communication environment.
The test environment for compliance testing is composed of DLMS UA accredited testing environments and devices, otherwise known as “Golden Communication Environment” and “Golden Communication Device”. More details can be found here.

Once the DLMS UA Test Tool, Golden Communication Environment, and/or Golden Communication Device have been licensed or purchased, the DLMS UA Test Tool distributor will provide the license keys to proceed with the DLMS UA Test Tool installation. Members can submit self-test results via the online platform.
The Yellow Book is the reference document describing the entire DLMS UA Qualification Process and testing procedures for certification of compliance and provides all the necessary information on how to proceed with the DLMS UA Qualification Program application.

Members should submit the test files via the DLMS UA Qualification Portal to complete the application for compliance certification.
Once the test files have been submitted, DLMS UA will issue an invoice and on receipt of its payment, the application and test file eligibility will be verified.
If successful, the test report will be validated, and the Certificate of Compliance will be issued.
Products that are certified for compliance should be clearly identifiable by displaying the DLMS UA Compliance Certification Trademark.
How do i certify my product? for compatibility
The first step in obtaining the DLMS UA Certificate of Compatibility is to ensure that your device has been certified by DLMS UA for compliance. The device must embed the DLMS UA Generic Companion Profile(s) as specified by DLMS UA against which compatibility should be proven.

Members should decide which DLMS UA Generic Companion Profile(s) they wish to certify. Multiple Generic Companion Profiles can be implemented in a specific device. However, compatibility testing will be carried out separately for each DLMS UA Generic Companion Profile.

Compatibility testing will be performed by a DLMS UA Accredited Test Laboratory. Members can choose the Accredited Test Laboratory during the DLMS UA Qualification Process. The full list of Accredited Laboratories can be found here.
Once the application to the DLMS UA Qualification Program has been submitted, DLMS UA will issue an invoice for the eligibility verification and issuance of the DLMS UA Product Qualification Certificate. On receipt of its payment, DLMS UA will trigger the Accredited Test Laboratory to begin the testing process. The Accredited Test Laboratory will have already queued the certification application upon submission. The price associated with the work to be carried out by the Accredited Test Laboratory will be charged directly by the Accredited Test Laboratory to the applicant.

The DLMS UA Accredited Test Laboratory has the capability to conduct pre-certification and certification runs of the DLMS UA Test Tool. The price associated with these tests are published in the DLMS UA Internal Regulations (Bylaws).
The DLMS UA Accredited Test Laboratory will issue an invoice directly for these services. Any additional services offered by the Accredited Test Laboratory is beyond the scope of the pre-certification or certification service defined by DLMS UA. These additional services are managed, charged and invoiced by the Accredited Test Lab’s under its own responsibility, risks and conditions.
On receipt of its payment, the DLMS UA Accredited Test Laboratory will perform the necessary compatibility tests and submit the results directly to DLMS UA.

Members will be notified by the DLMS UA Accredited Test Laboratory of the status of the testing.
On completion of testing, the test report will be verified by DLMS UA, and if successful, the Certificate of Compatibility will be issued by DLMS UA.
Products that are certified for compatibility should be clearly identifiable by displaying the DLMS UA Compatibility Certification Trademark.
